This is an odd question but how do you get that the car to do that slow startup? It sounds cool. I'm trying to find a YT video of what I'm talking about and this is as close as I could find on a Supra. As soon as I find one I'll post it. Like on built Supra's with loud fuel pumps you often hear it. It's like 8 cranks.

I set my MSD ignition to do a start retard untli 800RPM and it's sort of like it but not quite.

dead battery should do the trick, but after the alternator charges it, it will be back to normal...
or build the hell out of the engine; cams, upgrade valve train, high comp pistons, huge injectors...

this is definetly something a ricer would want to do.. just find a way to make your fuel pressure low enough where the car will be hard to start.. cut your fuel line somewhere or something should do the trick..

if you have an aem ems you can play with the crank injector pulse table.
too little fuel can make it hard to cold start though, too much fuel isn't great either.
