Did you just finish the swap?
What do you mean "Its cranks but will not turn over."

If you turn the key to start and hear nothing, it's not cranking nor turning.

You may not have the Neutral safty wire hooked up. The wire affect in P and N.

Check IJ2 pin 10 (black/white wire) and hook directly to body ground and turn key again to start. If it starts, be caution because it will start in any gear.

If it starts now and you want to be safe. Re-wire time. Check P1 (from tranny) connectors.

P1 pin 2 (Black wire) to EB1 pin 3.
P1 pin 3 (Black/White wire) to IJ1 pin 6.

If it doesn't start with grounded IJ2 pin 10. Check your starter wire that lead back to connector EB2 pin 1 (Big Black wire)
