Unhappy help power steering problems

i took the car to the mechanic twice to replace the power steering pump with a remanufactured one. can two remanutfactured power steering pumps be bad in a row? is there a certain way to install it? does he need to prime the pump first? it's really hard to turn the car at low speeds and there is fluid all over the place where the power steering is located. the power steering rack is new by the way. any help is appreciated. thanks
