Ken, you most likely need a new EGR modulator (Toyota part #25870-46010), costs about $53 from Carson Toyota (dealer price $71 plus tax). The next common fail part would be the actual EGR valve being clogged with carbon, just need to remove it and clean it (carb or brake cleaner spray will do the trick).
I'd bet it was the damn vacuum modulator though, frickin' tricky little part pisses me off...hit me up if you need more info. Yay-yay.
