If you drill down into the map data, Tom Tom appears to be the data provider.
Tom Tom is not the map-data provider; HERE Technologies (formerly Navteq) is. I know because I'm a regular map editor for HERE. https://www.here.com/en
Tom Tom may be involved in packaging the updates in some manner.

I'd say they've changed providers, was TomTom but a lot of manufactures have gone to HERE - not surprised, worked for TomTom and their capturing/processes are very sloppy.

I did Navteq (HERE) updates on my LS 430 since 2006 so I don't think there's been a change.
All I know is my current navigation software is nearly worthless in many places. An example is whenever I’m traveling near Ft. Hood, the damn thing has me going in circles. It doesn’t use the correct exits & I have to use Google Maps. Had I known now how bad this system really is & how expensive it is to update, I would never have gotten this feature. The Lexus infotainment system has been my #1 problem on this vehicle so far. Unfortunately, it’s not like days of old where an aftermarket company made a replacement & you just swapped them out.
Regardless, I may do one update since the speed limit change on I-95 still isn't reflected up in my neck of the woods.
I asked my sales rep about update and installation. He said the new updates come out in February and it's $190 for the update and $140 in labor. Really?

It's a micro SD card, the update might be 190 but foook no for 140 labor. There is a slot in the cubby area under the radio.
I anticipate it’s not as simple as swapping the micro sd. Likely some kind of signed registration to “key” the files. Otherwise people could perform a bit by bit copy. A few generations back they started signing it I think... could be wrong.

I think you are 100% correct! Otherwise, we would be hearing of people doing updates themselves. It really pisses me off that they have made such a racket out of navigation. I’m happy with a Garmin, but if you want the good audio system, you have to have their garbage navigation!
