Noise from dash when cold, static noise from speaker

Noise from dash when cold, static noise from speaker
Hey guys, I own a 2014 rx350 fsport with 132k miles. When super cold in the Minnesota winters I hear a strange almost like pumping noise from the center of the dash and have no idea what it is. Also when I brake I get an annoying static noise from my driver side tweater.. any ideas what it could be?
