Hi I'm looking at 17" winter tires and will need rims or steel rims, what is the minimum width I need to ensure I clear the calipers?

its not the width you need to worry about, its the offset. Someone more versed in fitment will be able to guide you based on the stock offset your year has in a 17"

 

Would 17x6.5Jx52 fit?

 

The factory wheels have a 35 offset. You can use one of these links to check if 52 will work with wheels that are an inch narrower than the factory 7.5 width. I think there is another thread similar to this regarding RAV4 wheels fitment and someone said they will fit and clear the caliper. But you may have to test fit. Also with wheels on Toyota/Lexus you need a 60.1 hub center for it to fit and a bolt circle of 114.3 I think. I would stick with used Toyota or Lexus wheels
