Doubtful someone did that purposefully. The closer to the road the higher the risk of stone hits. The film protection can help reduce risk. The thing you can do is don't tailgate. The closer you are to the vehicle ahead the more stone chips you will get. That goes especially when following trucks.

Turn the front tire . Pull the fender liner back by removing the clips. You probably only remove the local clips and the lower bolt and you can pull it away enough to get to the fog light. The light is only held in with two scews.

FYI - I installed the Lamin-X film covers ($18) in Optic Blue on my new RX350 - 1 yr ago. I do a lot of HWY driving. So far, no broken fog light lens.

I second the recommendation of Lamin-X lens covers, or similar product to protect them from road debris breakage. Cost is minimal compared to the alternative. I have some on my RX.
