A start would be to retrieve the codes with a higher end OBDII (ABS capable) scanner, then post them here.

Sounds like you have more than one issue, both lights should come on if you turn the key to on but don't start the car. They will stay on for approx. 5 seconds as a bulb check. If you are sure you antilock system is inop that is a different issue although it's possible they are related. Have you checked for codes?

Hi, first off welcome to the forum.

pepboys will read the code for your CEL for free. For reading codes on the ABS system, you need a different type of code reader, or one that can do both (expensive).

If you want to go low tech, unhook the negative battery terminal for 15 minutes (resets the ECU) and see if that helps. If it doesn't you need to get the codes read to see what's wrong.

OP isn't located in the USA, so I really doubt there is access to PepBoys, Advance Auto Parts or AutoZone... It's possible there is an auto parts store that could do it, just not a US chain.

If the OP just purchased it, the seller probably took apart the instrument cluster to cover the lights with electrical tape or something similar.

Take it to that Lexus dealer, they will inspect safety items such as abs for free. They will charge top dollar to fix anything though so get the free info, then see what it is. Could be nothing or something you could easily do.
