Sounds more like you simply do not like what you were told.... yes the car is terribly rusted, RX's are notorious from being extremely suseptible to rust issues, yes I'd certainly agree with their decision to not work on/touch the car out of both significant safety concerns and warrantying their work.

The real issue for them is that working with a car this neglected means double, triple the time to do the job. That can also involve burning through a lot of acetylene, replacing broken hardware - which involves sourcing and waiting on it if it’s unique, etc.

Unless you give them the car a week and a very open pocket book, not working on it is the right call. Get it done back in Canada where they are used to this. Nothing looks instantly dangerous, but things will eventually fall off, yes. I didn’t see the brake lines, which are the major concern.

I can't believe that vehicle passed an inspection to be imported into the USA, maybe it didn't? That's really bad rust, the first tool taken out to do any repairs on that beauty would be a cutting torch.

High risk of struts sheering off especially the rear (I've seen this happen) I wouldn't trust that car.
