Parking brake cable snapped inside rear caliper. I don't use parking brakes ever. Can i remove that system from inside the rotor? Rust has taken its toll in there and the pins that hold the springs in there wont stay because of rust also. Replacing rotors and calipers while im in there regardless. Thanks
Some times not using a mechanism is the source of the problem. The other thing is to be proactive on maintenance .. that means inspecting the brakes and mechanism. But that is all in the past. If you had issue with one side, please check the other rear wheel and most likely it will be as bad.
Parking brakes are also referred to as auxiliary brakes and are a back up when there is a brake failure. To me they are part fo the safety system and one can not delete the parking brakes. In the county I live they check the operation of the parking brakes to issue you a "road worthy" certificate [needed every year].
If it is just the cable or an end, then purchase a new one [even after market item would be OK]. I would suggest that get the rusted assembly from a salvage yard ... preferably in the South [not from the rust belt].
The whole assembly rusted to pieces on mine. The shoes were sticking even when adjusted all the way in. The backing plates disintegrated. I removed everything. You'll have to dig hard to find an instance where a split system failed completely and the parking brake was successfully used. Super low risk IMO.

Personally, I would never operate a vehicle without a secondary brake system. Long ago, I experienced a total Master Cylinder failure, and was only able to stop with the Emergency Brake. It was, to this day, unforgettable

Isn't that pretty much impossible on a modern vehicle?

It is not a parallel and equivalent to regular brakes but it does help to come to a stop. I too have used them twice in my driving over years.
In any case, the OP has gotten the advice/opinions and it is up to him to choose what he wants to do.

PS: Good drivers always use parking brakes before killing the engine ... and they curb the wheels too. Latest vehicles now have auto parking brakes. It took me a while to figure out how to release them to push out the vehicle from a garage to give it a jump start.
In 2011, I replaced the whole parking brake cable system from the pedal to the rear brakes. I bough the whole system from Sewell Lexus on line using the CL discount and my login. However this doesn't work anymore. I bought all the new screws and brackets that I needed to go from the parking brake pedal all the way back(23 parts) and it took me 4 days. It's very doable but, you have to take your time.

Trying to figure out what is not working by breaking down into components
Does the cable move freely?
Is the drum mechanism frozen up?
I have snapped accelerator cables and actual peddels before. Not on lexus much tamer on road. I have fixed inner cables myself many times. Freyed ends will kill you so fix them asap. The tough part was finding the parts to make them up.
