Arrow Do I need parking brakes?

My Lexus is getting old. The parking brake cable has been sticking on and off throughout the last 5 years and,I believe, was the cause of numerous hub replacements rotor replacements and most recently park brake pads de-laminating and jamming a rear tire. Luckily, the car came to a halt as I was backing out of the driveway.
So my simple question is can stuck brake cables cause problems with the rear hubs, rotors and calipers?
And, do you really need parking brakes?
