I don't know anything about a fuel pump TSB. I only had a 2-day sub to https://techinfo.toyota.com/ about a month ago. That's when I saw and downloaded the active wing TSB. If there have been any new TSBs, I wouldn't know.

There is an on/off switch on the dash is able to manually raise and lower the wing. In your case, the wing is probably switched in the on position by the dealer.
Is there a setting or way to keep in permanently on (If i wanted to)?

I'm also experiencing the seat now being warm enough as mentioned above. When compared with my 2015 ES-350, I cant even feel if my seats are warm. I had it up to 3 bars (maximum setting) and nothing. Very disappointed.

My seats are working fine. If you do not feel heat when sitting on them, you have an issue. However, given the way these seats are made, you will not feel much heat when touching the seats with your hand.
I actually have to turn mine down after 5 minutes or so.
Well my wing is now stuck, down. At least I know the reason...... its frozen. Gotta love living in the North without an insulated garage.
Maybe blow dry it under your non-insulated garage? Then, either keep it down or up, turn off Active Rear Spoiler so, the wing motor won't have to work so hard to bring it up or down during Frozen times... Let it go... Let it go... Lol!

Windshield de-icing liquid or spray will work and not damage your paint.

What happens when you get up to speed and the wing motor is being energized to raise the wing, but the ice is preventing it from doing so. Does the motor stay energized? I wouldn't think so, but could be an issue if it does stay energized.
