I just bought mine with 60k miles. Looks like my VIN is affected but I’m out of warranty. The previous owner hasn’t performed the tsb. Wing still works but seems like a matter of time before it doesn’t. I’ll just leave it down for now until I can find more economical ways to fix. Dealers are quoting me between $1,400 to $3,000 to fix out of pocket
Is yours actually broken though? Mine is technically in that window and when I did a full scan I can see I still have the old wing ecu part number, but my wing still works fine. Worry about it if it actually stops working, not because a service bulletin exists. They're just trouble shooting aides, not every vehicle is affected.
I used the Carista app to do a full scan on my car. Good for gee whizz info, like ECU calibration part numbers.

My wing is working. I just get paranoid and have a bad habit of tabulating numbers and contingencies...I work in cost estimating...lol.
I'll keep an eye on it and just save up for the inevitable (?).
so if i grab a 2015/2016 rcf and the wing gets stuck, i have to pay lexus 1000-1500 to fix this since it would be out of warranty by now?
Yes.
Or you can save a few bucks by purchasing and installing the controller ECU yourself. Might need to aquire a copy of Techstream to do the initialization, or there might be a Techstream-free proceedure available. Can get the manual after paying $20 for a 48 hour pass to TIS.
