What year is your car?

98-00 -> VVTI GTE is the most Plug and Play you can get.

Otherwise I would consult the people your going to use to Tune/Dyno the car as to what they know how to work with. As the car will only run as good as the tune.

Well the car is a 99 but evrybody gives me diffrent opinions so its kind of. Hard to decide I know the vvti is the most plug and play but wired up correctly is the non vvti a better motor on the long run

Honestly I'm too sure. Depends on your goals? You'll find tons of info and hours of reading about that topic on supraforums and clubna-t.

From what I understand the VVTI puts out a little more torque, but u loose the flexibility of in depth timing adjustments because you can't install the adjustable intake cam gear, you only use it on the exhaust cam.

And it takes more work for the person tuning it. Non-vvti supras have been around so long that's what most shops will probably have prior experience with, unless they have done some turbo is300's since they are vvti and as there are lots of those around..
