They are suppossed to come with two but apparently many new Lexus vehicles were (are?) shipped with just one FOB and owners are placed on a waiting list to receive a second one. Either the previous owner didn't keep the car long enough or they forgot about it. Too, it could be that the second key fob is laying around the dealership from which the vehicle was originally purchased. If I were you I would ask your sales person to follow up on the issue.
A Certified Lexus from a Lexus Dealer is going to have two Key Fobs provided regardless
if the former owner turned them both in. A used car from nearly any other source is subject
to the professionalism of the establishment.
When we purchased ours used from the dealership it also only came with one initially. It was apparently due to the electronics shortages a couple years back. We noted it to our sales person during the sale and they were able to quickly get us a second keyfob and manual key blade cut without any fuss.
Yes, there is still a shortage. I received only one key fob (still got the second physical cut key), the dealer said sorry you have to wait. Then Lexus corporate emailed me this:
I just purchased a used 24 nx350 and they said the customer only gave one key when turning in car. Don't they come with 2.
When I traded in my rav4 and got my new Lexus they told me they would get me a second key later. Since they called me at work on a Friday to make delivery I only had one rav key on me. I told them I’d give them the second key to the rav when I got my second key. They were fine with that. Went in for 5k service a few months later and they gave me my second key. They never asked about the second rav key. My traded in rav4 had already sold, so I still have a rav key in my junk drawer. lol. ¯\_(ツ)_/¯
