Even though your EGR may show functional...there could be something dirty in there causing the NOX to go just over the limit. I doubt it it is a bad cat or O2 sensor as your other values look very good, especially your HCs. Even though you were under the limit on 15 mph for NOX, those NOX values still look high to me in relation to the other types of emission values your are showing.

I just had this happen with a 91 civic that I have. I tried several things but the problem turned out to be the CAT. It was bad. NOX was the only value that was out of spec, everytying else looked good.

Just what happened to me.

I would have the EGR valve and passages cleaned out... then make sure to drive the car a little hard before going in to re-smog, be sure the cats are nice and warm.

I just recently had some smog problems. I bought some of the emmissions clean up in a can from Auto Zone. I bought the CRC brand (I am sure brand does not matter). It dropped my Nox values about 200 points on both tests. It dropped the other readings as well. I also drove around in a low gear with high revs to get the cat good and hot.

That is the stuff. I have never used it before, but it did the trick.

get an oil change. replace ur pvc(if u have one) ur egr might be stuck closed causing slightly higher levels of nox.

before u go into ur next emmision test do this

oil change
run your engine hard on the way to the emision station
and when ur inline for the emission test. hold your rpms at 2500.
