The Lexus trunk lid is heavier than that on most cars. Try bring the trunk lid to roughly 75% open and see if it stays. If the lid falls, you need replacement struts. They are very easy to replace.
Regarding the telescopic function for the steering wheel, was it working before? This function may be disabled on your car. Does the steering wheel tilt up and down?

The "Tilt" and "Telescopic" functions share a common fuse and are programmable as a set (cannot just turn off one of them without the other). If your steering wheel can tilt up and down but not telescope in and out, then unfortunately you have a bad telescopic motor. There are several DIY posting on this forum detailing how to replace this motor, such as this one https://www.clublexus.com/forums/ls-...-write-up.html. As you will see, it's not a very difficult job, but you do have to work on your back under the steering column.

No. It will just make it harder to close. My wife complains about the trunk each time she uses it.

usually it is easier to close the trunk, or the trunk will not stay open at all.
If the trunk is harder to close, there has to be a restriction.
I would take the struts off just to see what happens then. If it is still hard to close check the hinge system if there is an obstruction

Have you just purchased the car? If so, the previous owner may have installed new struts are are more powerful that OEM and make trunk harder to close. I replaced my struts with Strongarm extra strength and wish I hadn't. The trunk is now difficult to pull down. I may junk them and replace with regular strength, which people have given their approval of on this site.

If I park my car on level ground, the trunk lid when fully opened will stay open.
If I park my car on an upward incline (like my driveway) and open the trunk lid fully, it has come down on me while I was reaching inside the trunk to get something.

You need to replace your struts. On level ground, your struts should hold the trunk from falling until there is less than18 inch from the bottom of the trunk lid to closure.
