Is it possible to replace only the headlight plastic clear cover?
It would appear that it is just bonded in place with a sealer of some sort.
If so where would I find this item?

Depending how bad it might need to be wetsanded. Then you will want to buy some sort of protectant(Spar urethane, opti coat, etc), as any intensive polishing will strip the UV coating.
I have used the Turtle was product ( the one with varying degrees of wet sanding. The first time I completed the steps it actually looked quite good. Several months later the same hazed yellow apperance has returned. This was all done by hand without the aid of a buffer. The sealer that came with the kit did not hold up as promised. I will try again and then apply the urethane product mentioned by Cronic

It is real cheap and will last a good amount of time especially if you park in a garage. Just run down to the home depot.
