Folding mirrors not working

Just so we're on the same page, are you talking about where the mirror housing pivots where it attaches to the door??
Turns out that it was the plastic housing that was rubbing a bit more than allowable against the plastic piece that mounts to the door that the mirror rotates against. There may be less friction when dry than when damp. In order to figure this out, I took apart the entire mirror until it was just the frame and it rotated just fine without the plastic pieces. Cleaned the space in between those plastic pieces and put some silicone lubricant on it. The motor for the mirror is logically located the mirror housing btw, just in case anybody thought they were going to do this from inside the door panel.

Yes, that is correct. In my particular instance there was too little gap so the plastic pieces were rubbing as it turned. I'm sure there is some contact normally, but mine had so much resistance it couldn't fully retract the mirror.

Some how messing with the mirror, it started working normally. I'm not gonna push my luck by testing it out right now....
Are these mirror types NOT able to take a "break away", and still function right after you bump into them?? If not, bad design IMO.
