SOLVED! I've had this issue since I've had the car and it took some digging to find the answer. While I believe that the car may cycle for lubrication first, I found that my issue with the delayed start was pretty inconsistent. Some days it would crank right up, other days it would be delayed. It was about 50/50 on either normal startup or delayed/cranking startup. I found the delayed start was more common if the vehicle had not already been run that day. I looked further into the Service History on MyLexus and believe I may have found the answer.
My 430 was brought in by the original owner in Aug '04 at 10k miles for the 4LB and 4LC recalls. Googling the recalls, turns out there was a recall on the fuel pumps.
More info: https://repairpal.com/recall/04V295000 .
There is also another report of service in Feb '05 of the owner stating that there was an extended crank on startup. Diagnosed as "valve in fuel pump not sealing properly, replace fuel pump" and the service labeled as "electrical fuel pump assembly."
So maybe the original recall didn't work? Again, still having the same issue this many years later... I don't pay much mind to it anymore as the 430 has never failed to start, but still thought I'd put this out there to give anyone with the problem some peace of mind.
