- Corrosion inside the light sockets
- One or more bulbs that may have a different type of base. (tin instead of brass or vice-versa)
The bulb-out systems tend to be rather finicky. My 91 Allante had to have all brass bulbs to satisfy the bulb-out system AND prevent the tail light sockets from melting.
Do you have standard OEM bulbs in? Did you change any bulbs?
Try swapping bulbs from one side to another, and check for corrosion on bulb base and socket. Some custom leds can trigger the fault light, I think because some of them don't draw enough current.
All including the middle brake light ? There has to be a light out.

What alexuanja said. I had exactly your symptom but did not check out center brake light. Dash warning would stay put on start up if I was not on the brake but came on immediately first time o touched the brake pedal.
this happened to my 2001 LS430 a few years back. It did this for months and then one of the bulbs finally failed, and i was able to just replace the bulb. So, my guess would be that one of the tail light bulbs (incl 3rd brake light) might be on the verge of failure. The resistance might have changed enough in the bulb to indicate a pre-mature total failure.
