Default Tail light issue, possible electric problem?

So i just replaced all my clear tail light bulbs with new red bulbs. (7443) type. When i press on the brake, my inner tail lights light up and so does the bottom bulb of the big passenger side tail light. But the top bulb in the passenger tail doesn't light up neither does either red bulb light up on the driver's side rear big tail light.

Here's where it gets weird... when i switch the light switch to on, all the bulbs light up. Why aren't all the lights responding to the brakes?

Any suggestions or insight will be appreciated!

Thanks!

So it's normal that when i step on the brake only the inner tail's light up NOT the big ones on each side?

aren't those bulbs sometimes polarity sensitive? try flipping them around 180 degrees & see if it works. i know the reverse lights bulbs that i put in my truck are like that (at least, that's what the seller told me).
