I was trying to think under my car and I've never seen that but mine were all 93-94.

I believe that's called a foo bar.

 

OP is this a 1998-2000 LS? Looks like that based on the wheel and the plastic wind cover.

The JDM Celsior's manual says that it is called,"サスペンション メンバー ロワー ブレース". In English it can be translated, "Suspension Member Lower Brace".
