Default PS Pump "bad" after having rack and pressure hose replaced?

Hi All,

I had replaced my power steering pump earlier this year (thanks for the great tutorials here and on lexLS, but the rack and/or pressure hose were leaking. Since I wasn't comfortable with replacing the rack, I took it to the shop to have both replaced. When I got it back the steering only works at high RPMs. The mechanic said the pump was going bad or bad. It was less than 6 months old so the auto parts store gave me a replacement no problem. After replacing it (again) and bleeding the system, as soon as I put the car back on the ground, the steering is still not working. Took it back to the mechanic who replaced the rack with another, and after that failed to resolve the problem, talked to Lexus technicians. Their recommendation was to replace the pump with a Lexus pump as some of the remanufactured ones aren't "built right".

I'm unconvinced the issue is the pump given it was working fine prior to the rack replacement. The mechanic will replace the pump for $950 and if that doesn't fix it, will not charge. Wondering if anyone else has had a similar experience?
