Intermittant horn VS Steering wheel elevation

Intermittant horn VS Steering wheel elevation
1999 LS400. Either the horn will work or the auto function where turning off car raises steering wheel and returns to position when starting, works.
Never both. Overwhelmingly, the wheel moves, but horn does not. The steering wheel adjustment button will raise or lower, but not go in or out. Bot the car used with these issues.
Just replaced Clock spring harness. . No change.
Any thoughts? All I care about is having a working horn.

You know, I did see that post, but the first few comments threw me off. So, you are suggesting some sort of grounding issue.
I'll spend some time with the post and see if I can get through it. ha Thanks. This is logical.

Did that when I changed the clock spring

Your reply is much appreciated, but I had to remove the horn/airbag unit before I removed the steering wheel to get at the clock spring. Problem not solved yet.
I have yet to take all back apart and try re-grounding per advice from Yodaone.

Sonce you have the covets off, consider attaching a double ended jumper wire with alligator clip ends between the fixed end of steering column and telescoping and tilting end.
Then move up and down, in and press horn button. I bet it works.
