Default '91 LS400 Headlight/TailLight Issue

So I brought another Lexus today hurray... but ofcourse it came with its problems. Cracked windshield. Motors out for all power windows except driver side. Bad bearings on front passenger. And most importantly none of the headlights or taillights work.

I brought bulbs taking the cheapest route first but after further inspection i noticed the wiring for the headlights were modified. Well at least I believe they were modified. Im not very knowledgeable about cars, kind of learning as I go. But I noticed a strange 18g negative wire attached to the negative of the car battery.

A positive wire was found dangling from the lightning ***. so of course I tried connecting it to the positive of the car battery to see if that would fix the head light issue. Only the passenger corner light came on the rest nothing. So apparently the previous owner tried some easy fixes that didnt work out so well. Any help or advice would be appreciated, or a point in the right direction would also help alot.

I tried searching for similar problems but all my leads end up with a simple change of light bulbs, and I believe its beyond that issue.

Does it have an aftermarket radio? More pics of the general area would be good also.

Yes there's a single din JVC radio installed.

I can get more pictures today, after I tinker around with it a bit. My goal is to upgrade to HID but i want to attempt to get the current headlight working before investing more money.

Silly me... The positive wire was for the aftermarket radio. Nothing to do with the headlights I assume.

Probably not but maybe the PO tried to upgrade the the headlights to HIDs.

I fixed the issue today. It was a HID kit in there that I pulled out and just put the regular lamp bulbs in. Checked the fuses everything seems ok now. Thanks sha4000 for the responses.
