Default 98 LS400 Keyless

Okay, I'm going to keep this issue short and sweet. My keyless entry isn't working on my remote, and hasn't for over a year. I recently changed the battery, the red light flashes when I hit buttons but I cannot lock/unlock or use security features on it. It is the original key from the car. I have tried programming/repogramming on several occasions which always leads to me getting to the steps where I hit the lock/unlock simultaneously and then the lock/lock buttons by themselves, everytime I get to this step the doors cycle lock/unlock twice resembling a failure to program. Does anyone have any ideas to try before I take it to a toyota dealership and they charge me a ridiculous amount? I have done plenty of research but none has really sufficed.

If it's the original key there's no need to re-program it. I've never heard of the key losing it's program. More than likely the keys internals are shot. Just order another off ebay and take the transponder out of the old one and put it in the new one.

Will this cause the original key with the transponder to not function anymore?

You have to take the transponder out of the original key so you wont be able to start the car with that key but you will be able to manually open all the doors.

So I will have to get the new key cut? Or will by backup key (one without the keyless entry) still work to start the car?

yes, it will still work on my 99LS my push buttons to unlock quit working, it would lock but not unlock
I had to buy a new key with the buttons in it and carry it to the dealer to flash it to make it all work right. about 100$ for everything..

http://www.ebay.com/itm/New-Replacement-Keyless-Entry-Remote-Shell-Pad-Housing-Case-Pad-Key-Fob-Repair-/291007560715?fits=Make%3ALexus%7CModel%3ALS400
Could I technically buy this and put the transponder inside of it and just use the backup key and program the transponder myself?

Clearly not, so I need to find a replacement for the master key and swap the transponder into it, get the key cut at a dealership, and have it programmed?

since my transponder was the problem, I had to buy a key WITH the buttons IN it, take it to the dealer and they cut it and flashed it and it ALL worked 100$
http://www.ebay.com/itm/1-New-Uncut-Master-Flip-Key-Keyless-Entry-Car-Remote-Fob-Transmitter-HYQ1512V-/361215101859?fits=Year%3A1999%7CModel%3ALS400&hash=item541a190ba3&vxp=mtr
look and see your code on the back mine was HYQ1512.
ALSO I had tried reprogramming before and my push button lock/unlock would fail so I needed to have the dealer "flash" it because they bypass that failure with their equipment. good luck
