Could also have 1 of the 2 bulbs burned out in the third brake light in the back window.

I've had the same problem on my 98 LS. It's the brake light on the trunk. Changed bulbs, cleaned the contacts, checked fuses, no luck.

Actually, on the 98-00, some bulbs can be operational and STILL trip the tail lamp failure. I had that happen on my third brake light. If it didn't appear right after my tint installation, it would have taken me forever to diagnose it since all the lights were operational.

All your lights may be on, but one or two may not get brighter when you step on the brake. If you don't have someone to help you or a large window, get a piece or stick or pipe long enough to fit between the driver's seat and brake pedal move the seat up until the brake is pressed and lights activated in the rear. You'll see which one(s) are not bright, it worked for me. Also check the corner lights in the rear tailights, its a small wedge bulb.
