ABS draining battery?

Default ABS draining battery?

So I got a 1995 ls400. The car sat for a while before it went through a couple owners within the year before I had it.

known symptoms
- battery draw
- front left brake does not apply, no abs on working brake( abs and brake light on)
- brake Safety switch does not work(need to use shifter override to get out of park)
- brake peddle NOT spongy at all, peddle feel is normal

what I know
My front left brake was not working so I was going to replace the caliper, when trying to bleed the system no fluid was being supplied to the front left caliper.
Followed the line the the abs pump and removed the line, no fluid was exiting from the left front brake outlet so a blockage in the brake line to the caliper is ruled out.
There is brake pressure on the right front so there is fluid going into the abs pump.
While inspecting the pump I realized the pump would run for a second then stop for a second none stop presumably trying to get fluid to the line. Removing the abs relay stops the pump

the questions
- could this be caused by the abs system having air in it or is it a problem with the abs pump itself?
- could an abs issue cause the brake safety switch to not unlock the shifter from park?
