If the "yellow/orange piece " you refer to acts as a filter for the light, then you really do not want to remove it.
Although it looks yellow, its purpose is to remove blue light energy from the beam of light. The reason is because blue light is very readily scattered (much much more so than yellow frequencies). This is why the sky looks blue. Filtering out the blue light makes the fog lights much more effective because less light gets scattered back by the moisture in the air. As it turns out, blue is only a small percentage of the total light energy available from an incandescent bulb so you loose very little "brightness' but end up with much more effective fog lights. For these reasons, European countries used to require yellow headlamps.
In other words, if you remove the filters for cosmetic reasons, you significantly reduce the functionality and saftey of the fog lights.
