Question Tailights not "Dimming" with headlights ON. HELP

normally when you turn your headlights on your tailights are soposed to turn on as well. in DIM mode.. then when you step on the brakes the tailights lights get DARK red.

well my lights work when I step on the brakes, they are just not DIMMING.

so i went to lexus of westminster to purchase the tailight dim FUSE.

i open my kick panel on the diver side to switch fuses, the fuse just pops and so i purchase another one.

so I was told that mabe the RELAY could be causing the fuse to pop, so i purchase it. ($90 incase you guys are wondering for the relay)

now.. I cant find where the RELAY goes...

any help?
