Anyway, the mirrors, both of them, will move left and right with the power switch,
but no up and down,
and they don't tilt when I put it in reverse either.
Is it just the switch?
(which I think it is because it's both mirrors, not the actuators in the mirrors)
or?
Do you have memory seat with the 123 on the door panels? If not then no you wont have tilt in reverse option. Make sure you are pressing the up on the switch.
I had the same issue, until I got LED lights for the puddle mirrors. I took out the mirrors and put them back, and for some reason, they started working again!!! I can't explain it but I think it might be trapped dirt. This is a true story... I thought I was never gonna get the auto tilt reverse mirrors back and had to buy new ones.

Yes I have the 123 personal presets, and Sports package and Luxury pack, power tilt/ telescopic steering, ML audio, etc...
You can't have both the Lux and Sports package. But sound like you should have tilt down feature. It only works if the switch for the mirrors is in the left or right position; it won't work if it's in the middle. If this still doesn't work, try *gently* pushing the mirror itself up and down, with your hand, a couple of times. Then start the car, hit your memory switch, push the mirror rocker switch left or right, and try in reverse again.
is the mirror control selector in the lock position or is it on the left or right mirror? The switch at the next to the control pad to adjust the mirrors. If its in the center, the mirrors won't move.

What is it's a salvage?
Like Kurtz said, the factory warranties that come with a new car come with the car, no matter how many owners. This apples to the 4 year/50k bumper-to-bumper, 6 year/70k powertrain, and the emissions warranties. So you could be the 25th owner, but if your car has less than 4 years and 50k miles, you're still covered by the factory bumper-to-bumper warranty.
However, this does not apply if it's a salvage title car. From Lexus' website:
Basic Warranty
The Basic Warranty coverage is for 48 months or 50,000 miles, whichever occurs first. Wheel alignment and balancing are covered for 12 months or 20,000 miles, whichever occurs first.
This warranty covers repairs and adjustments needed to correct defects in materials or workmanship of any part supplied by Lexus, except in the following situations:
Any vehicle that has been issued a “salvage” title or similar title under any state’s law. This also includes cars that have been declared a “total loss” or equivalent by a financial institution or insurer, such as by payment for a claim in lieu of repairs because the cost of repairs exceeded the cash value of the vehicle. This exclusion does not apply to the emission control warranties with later usage.
So if your car is salvage, then no warranties apply (except for emissions control) no matter what the year or mileage.
