Most likely he declined the service because he's going to do it himself. $10 for the filter, $60 for 5 minutes of labor.

It just goes to show- regular maintenance goes a long way in helping prevent bigger issues down the line of ownership. For an '09 filter to look that bad, it was likely it hadn't been cleaned in a very long time, maybe even never.
