15,000 miles service?
Just got quoted $390 at a dealership near SF... Got my 10k checkup there too for about $220 which was also kinda hard to stomach since it was pretty much an oil change and them telling me my tires and brakes where fine along with some tech getting to drive my F for about a mile...
Its a couples months short of a year since my last oil change (but only about 4000 miles on it since then) since my daily comute is by bicycle and I also got a motorcycle.
Should I just get an oil change and skip on the rest? Can anyone in the bay area recommend another place?

Yeah, you just probably should do the oil and filter change. I didn't get maintenance done until 30k miles. My next one will be 60k. But every 5k, I do an oil change and just have the tech check brakes and fluids and stuff. That's all you need.

Figure out........your time, your effort, your fuel to run around buying parts etc.....
To you and your ability, the dealer may suit your needs. What seems like a lot of money to most car guys on here, is because they have the ability to do the service themselves. If you live in a condo, your options are limited.
The biggest factor is trust. There's nothing wrong with the dealer, if its worth it to you.
DIY leaves you to deal with disposal of the old oil, filter and parts as well as buying tools, drain trays and materials to do this service.
Next best solution, as mentioned, is to find a trustworthy service provider that will take your parts.
Don't forget this car takes 10 liters of oil, and an oil filter that is not a common part - there is no such thing as a cheap oil change (like on a Honda Civic) the product cost alone is close to $100 if using synthetic oil.

I like a good DIY project, but agree that just because you CAN do everything yourself, that doesn't mean it is really worth it to do so. If you're just looking at an oil and filter change and for them to "check" a bunch of stuff, yes $400 is too much for ME, but hey, maybe it isn't that bad to you. Then again, I do have the benefit of a garage and space, so I can buy the oil myself, pick up the filter from my dealer that's less than 3mi away, and dispose of the oil for free at the Pep Boys that's a mile away.
If I were in a condo and/or it wasn't easy for me to do it myself, then yeah, I'd find perhaps another place. You can always take it to a Toyota dealership and provide them with 10Q of oil of your choosing and just pay them for the labor and disposal, then you could check the other stuff yourself right there in the parking lot. That should save you over $200 at least.

At any rate, OP is talking about 15K miles, so even if 10K was free that doesn't help him out.
