Bumper is not necessary to remove.. but it is an option...
The exhaust can be removed instead of the bumper for sure, which in my opinion might be a bit easier...
One or the other would have to come off to access the topside bolts.
There are only 4 bolts total holding each diffuser in place.
The bottom two are very easy, while the top 2 are a slight PITA.
See below picture to get a better idea.

I thought that maybe this summer when I put in the JoeZ exhaust taking the defusers out and have the chrome tips anodized to match the wheels either that or professionally painted black. Would like to see pics of what ever decide to do.

Are you planning on using high-temp paint?
Not sure how hot those get with heavy / spirited driving? Compared to the actual exhaust has to be a lot less but probably still gets pretty warm. I've got a pyrometer to test if but know no one local with an F to test with.
