It's on my desk as I type... I opened it up to see what could be wrong.
There are just a few resistors and transistors and one diode...the really itty bitty kind...not the kind you used to find at Radio Shack.....want a pic?

 

I can’t get the top to go up or down on my 2012 IS/50c. I’m not sure, if it’s a switch or a broken part. What do I need to confirm the reason it doesn’t work?

 

I would suspect that the dash switch is at fault since it is NOT reporting a fault on the dash...if one of the microswitches are not being closed properly the dash would indicate something.

From all I've read n these threads, the more serious issues report with SOMETHING on the dash, then a scanner or the toyota software will tell you exactly the issue.

I hate buying parts and praying that solves the issue, but I think you'll have to do that.

Another option is to remove the switch, open the switch and clean the contacts with CRC electronics cleaner and see if THEN it works temporarily

I have a picture there that shows which wires to short, in the switch harness.
