Can I program new key without master
I keep seeing ppl reference this on other threads but after a 4 hour search I cannot find any threads about this on any 2014 and up IS cars or any other recent model lexus.
If this can be done, does car have to be on? Usually tech stream needs acc turned on. If so, would I be able to use lexus remote start to turn car on while laptop is plugged in?

For new vehicles with Smart Keys, at least Toyota/Lexus, there's no more Master and Slave keys...they are all just keys.
To do a "delete all keys and program new one" you will need an existing key that is programmed to the vehicle.
If you've lost all keys, then what you want to do is an Immobiliser Reset...which can be done at the dealer.
Technically you could start an Immobiliser Reset on your Techstream at home if you can get the vehicle into Ignition On mode at least, but as it requires a confirmation code being sent to the dealer (when the dealer does the Reset), you won't be able to complete the Reset yourself, which will effectively brick the computers in the car.
If you remote start the vehicle to try this, you'd have to be in the vehicle before you start it, but once again, you still can't do the Reset yourself. I'm not even sure the remote start would even let you access the vehicle with Techstream.
You could try contacting a local shop that offers Immobiliser services and explain you have no keys and need a new one added.
You could also try a local locksmith...some may have the equipment to do this as well if they specialize in automobiles.
Ideally you can just tow the car to the dealer and get it done.

The issue is my car is in airport parking garage being charged daily. I kinda wanted to handle this as quick as possible, and idk what issues they may give me.
Not sure what forum rules are but I did find some online posts about ppl using 3rd party companies to generate the key code that's needed to reset immobilizer. One was even on the 3IS Facebook owners page and the guy had a pretty decent post history so seemed legit.
If a trip to dealer is absolutely necessary then I'll do that. Buy if I can save some money then would love to try it myself first
I was just thinking about getting the Techstream connected without the vehicle being able to Ignition On...if I recall correctly when you press "Connect to Vehicle" on the Techstream then you repeatedly keep pressing the Start/Stop button while it's connecting.
That wakes up the Main Body ECU and should allow the Techstream to connect even without the ignition on.
Here's another question...how are you getting into the vehicle? If it's parked at the airport, I'm assuming all the doors are locked...and you have no keys.
Do you have the little tag with the key code for the vehicle? Probably not.
I'm going to guess that you will be attending the dealer to likely get a new Smart key and get the blade key cut as they would be your best chance to obtain a key code for the car.
I was willing to just risk bricking the car tbh since I inevitably would've had to get it towed to dealer either way lol BUT got lucky. Local locksmith just called back and said he could sell me a key, meet me on location, and reset Immobiliser for $300-350. I doubt I'll get a better rate than that. So just gotta pay him to do it and I will definitely be ordering spares on ebay asap
Consideration a key at the dealer is about $200...$350 to get back into your car is more than fair.
Forgot about the Lexus app, we don't get that in the north...at least not until recently.
