Does anyone know how to remove the black portion in this photo? There's accumulated gross stuff there over the past year and I have no idea how to remove it.

you should be washing those areas every time you waash your car =P i'd hate to see what your B-pillars/areas under the doors and in and around the doors themselves look! mine become caked after 7 days! and i wash once a week.
Mine is the same. It's the one area I always overlook. I took a vacuum to it this weekend and sucked up all the dirt. Took a rag and wiped down the sides.
Any clue on how to remove the plastic piece and clean the inside?
On 14-16 models, you remove the two plastic caps which allow access to fasteners that hold the tail light in. the only way is to pull the tail lights (which is as easy as removing the two screws under the caps). But you should do it slow or else the tail lights can scratch your bumper as you pull it out as it has sharp protrusions at its mounting points. I recommend taping the bumper right at the bottom of the tail light.
For 17+ models, i haven't seen what that cap is for, but I suspect it behaves similarly to the older models. But I do not see any caps there. so dont know whats behind those plastic pieces.
Aw man. So you have to remove the tail lights just to remove the caps?
I was thinking about popping it off with a flat head lol.

No if you are talking about the little black plastic piece you just pop it out and clean the area then pop it back in. I literally said that like 4 posts up lol.
