That's was caused by applying pressure in the fender up and mostly outwards. If you are lowered with spacers maybe you hit a bump and smashed it in a turn, or the shop did it when lowering the car to the ground. If there is rust/ corrosion on the bare metal I'd say you probably did it and didn't notice it until after you picked the car up from the shop. I always do a walk around when I pick my car up from a shop, but I also do a walk around almost daily.
