Back at the dealership and my wife's note4 just wont stay connected and they cant figure out why either. the dudes cell is a note4 also but Verizon and updated but hers isn't yet, tmobile. maybe that's why... ?
Have you tried connecting your wife's Note 4 to another IS that is sitting on your dealer's lot? Doing that and seeing if it stays connected can determine if it's your wife's phone or your IS's system that's causing your issue. But, if your SA's (assuming that's the "dude" you're referring to) Note 4 is staying connected to your IS, then it could be your wife's phone that's the problem. Carriers do not affect Bluetooth connectivity.
Edit: I had to reread your post several times to really understand your whole post and I just noticed you said the phone isn't updated. Definitely update it and try again and see if that resolves your issue.

Lol I edited your post to make it more understandable. But if it still doesn't work after a software update that will be pushed by your cellphone provider then try this app called SoundAbout in the Playstore. It may solve your connection issues caused by the phone since my phone had an issue of detecting and playing audio.

I'm also having this problem with my Samsung S7 and IS 350 (2016) which I just got. The bluetooth keeps disconnecting. Sometimes, it reconnects after 1 or 2 seconds, but at other times, I have to manually turn bluetooth off and on from the car (not the phone) in order to let it reconnect. Then, it does the same thing again.
Anybody experience this kind of problem? I'm wondering if I should ask the dealer to replace the bluetooth module/audio system... I also hate to have them replace such a thing on a car that is 5 days old...
