Paint defect??
I noticed the paint is cracking and falling on the driver side fender edge where the windshield weatherstrip "touches" the fender. My IS is 2009 and not sure is Lexus warranty cover it?
Bring it to the dealership attention... if you are under bumper to bumper warranty, they will warranty it.
It definitely looks like a defect from the factory... they didn't do a good job painting it.
If you bought it pre-owned, then previous person may have gotten into an accident and their body shop didn't do a good job painting. Most likely, Lexus will try to pin it on a previous accident to deny your claim.

Try putting your finger and move it along the whole edge where the paint has not fallen off.
If it is baby smooth then factory paint. If it feels sort of rough then its been repainted.

hmm.. good point.. but the paint on the fender looks like factory and blend in just like other part of the car and carfax shows no accident (or is it really?).. Anyway, I will take it to dealer to see what they will say...

By the way, the crack happened to be on where the weatherstrip "touches" if you look at the picture..Could it be the rubbing from weatherstrip? I don't have the problem on the other side of the fender as there is small gap between the fender and weatherstrip...
Carfax doesn't always show accidents. However if the dealership sold it to you and touted the car as "accident free", use that against them.

Don't think the weatherstrip can do that. Assuming it has not been repainted, then the paint is possibly defective.

One thing I forgot to mentioned is this happened after dealer replaced the windshield weatherstrip two month ago..The old weatherstrip didn't make contact with fender but the new one does. I suspect the weatherstrip cut thru the clear coat and caused it to break apart. By the way, it appears it is the clear coat fallen apart and paint is still intact.
