Lightbulb Offset dilemma!!!

okay soo im stuck in a big delima
i want to get some nice mesh wheels with a nice flush set up but im a huge huge huge noob about this
i am looking into some iforged essen, either 19 or 20's and im riding on tein SS and tein SS arent that low either so thats also another problem
people are telling me that 19's will look nicer because it will make my car look lower then 20's but 20's will save me major money on the long run for tires supposedly.
soo idk which i should choose either 19's or 20's
PLEASE PLEASE PLEASE HELP ME
and if you do pick one for me please try to give me a offset because i dont understand about offsets at all. and yes i am willing to roll/pull my fender as well.

i hate to be the one to break it to ya,but you spelled TEIN wrong c(: but IMO youre probably better off with them 19s and if you dont want too much fend mod try

19 x 8.5/9.5 and offset probably a little more than +22 maybe +24? because i used to run +22 all around and i needed some minor fender mods but i still rubbed
