Redouts illegal?
I think y'all are all looking at the wrong part of the law. Yes, there are MANY cars that have red turn signals.
**However, they also have DOT approval.** On the other hand, a red-out applied to a taillight has now been modified.
Like one person said, his taillight is harder to see now. So, potentially, if you're rear ended, and the person can claim that your taillights are modified and thus difficult to see, he could very well win that case.
It's the same reason that the 1st gen RX300 (later model years) had clear taillights and a mirror tint from the factory, but neither of those are legal when added aftermarket.
But, like others have said, it would take someone realizing that they've been modified.

I'm sure it would be best to check with your home state laws regarding materials placed over a brake or turn signal as they may differ. For us in Florida...per FSS 316.234, this is the law:::
Turn signal lamps on vehicles less than 80 inches wide shall be visible at a distance of not less than 300 feet to the front and rear in normal sunlight, and an object, material, or covering that alters the lamp's visibility from a distance of 300 feet to the front or rear in normal sunlight may not be placed, displayed, installed, affixed, or applied over a turn signal lamp.
The same law applies to brake lights.
