Plus, the taillights light up "instantly," a characteristic of LEDs. If they're not LEDs, they sure look like them.
Technically, the USDM IS has LEDs as mentioned by flipside909 - JDM versions do not. See the difference here.

The IS does have LED brake and plate lamps, but the tail must be refering to the sidemarkers in the outer tail lamp.

If the IS really did have LED tail lights, it would look like this (from ebay)...

Again, I would be very surprised if I saw this style on an '09 IS.

Only North American Spec IS' have this for both the regular 2IS and the IS-F.
This is completely off-topic, but the stock 2IS tails also have LED's facing the rear in addition to what flipside909 mentioned. It uses a combination of "regular" bulbs and LED's to make the brake lights. They just don't look like the Nissan and BMW LED tail lights. The next time you're driving behind a 2IS, play close attention to how fast the brake lights come on. The "instantaneous on" is a dead giveaway of LED lights.

I like the wood steering wheel, and the front bumper. I might buy that wheel and have it installed on my car, if the wood matches my wood dash.

I wouldn't count on the wood making it over here. Remember the JDM IS has had a wood steering wheel for several years now...

The Nav is different... I wonder if it has a Hard Disk?

I am waiting for a car with a Blu Ray changer... before I upgrade.

looks like there going for more of a luxo look w/ the steering wheel. The front bumper is an improvement. I wonder if the side mirrors are skinner w/ the blinkers

I think that the exterior changes are positive overall. In the tail lights the white part now mimicks the shape of the L in the Lexus logo.

I think chrome around the navigation will be distracting when the sun hits it...
Wood on the steering wheel makes it seem more for older people, the majority of sales are younger folks
The rest seems to be improvements
