The reason that I dont feel that that is white primer is that... the primer is gray. Also when my Fender was hit on my old IS350, the paint flaked right off down to the metal.
So what I am saying is that the fender would not show primer. It would show metal, where there are scratches.
I really dont think that the damage you show in your pics is primer.

i went to the dealer this morning to get an estimate...one of the service dude told me 450 to repaint the bumper...then later on tells me that the bumper needs to be replace because one of the clip is broken inside..on top of that they want additional 400 to repaint that little scratch on top of the bumper because since its black they would have to repaint the whole thing to make it match..plus the additional $$$ for a new bumper, equals mucho dinero. i didnt even ask for the price of the bumper, i just drove off.
ridiculous pricing.
i think i'll buff it out and sand it flat to see how it looks..if its not too bad i'll leave it..

OP, before you send it to the shops, look closely to where the scratch marks are and see if the white stuff (I can not tell from the picture) is from your paint or other car's paint.
Most of the time, if you barely had contact with another object, it is the paint from the other object and you can possible repair it by yourself. Use your nail and lightly scratch on the mark to see if the mark comes off. If yes, then just get some kind of wax with cleaner additives (I use Zymol, light blue color, $15 per bottle) and start to buff those mark off. It may take as long as 2 hours to get 98% of the marks off but it works.

thanks dong888..im gonna give it a shot on my own this saturday..havent had the time to do it really....i guess i'll live with this scratch, i can do a decent job myself anyway, i just wont be able to fix every single scratch there is, but it'll certainly look better..i'll post a pic on saturday.
