Option packages and pricing question

For the southern regions, all allocations come with the premium package and 18" wheels/tires (no snow here obviously)
Premium Package (RWD only) - $1,290 [2]
- Auburn bird's-eye maple interior trim
- Perforated leather-trimmed interior
- Heated and ventilated front seats
Sport Package (RWD only) - $3,695 (Automatic), $3,725 (Manual) [2]
- Perforated leather-trimmed interior
- Power tilt-and-telescopic steering column
- Lexus Memory System for power driver's seat (except lumbar), outside mirrors and steering wheel
- Heated and ventilated front seats
- Aluminum sport pedals
- Aluminum doorsill scuff plates
- Rain-sensing intermittent windshield wipers with mist cycle
- Electrochromic (auto-dimming) outside mirrors with auto tilt-down in reverse
- Bi-xenon High-Intensity Discharge (HID) headlamps
- Adaptive Front Lighting System (AFS)
- Sport-tuned suspension
- 18 x 8.0-in alloy wheels with 225/40YR18 tires front [3], 18 x 8.5-in alloy wheels with 255/40YR18 tires rear [3]
I plan to possibly get a 07 IS leaning towards ML/Nav + Sport, however I notice something odd. I see some of the items in these packages are shared b/t packages. For instance the Premium and Sport package both have heated/vent seats, perforated leather. Also 18" are put on the car already on southern allocations but are in the sport package as well. Common sense tells me I shouldnt be paying full price for some of the packages otherwise I would be paying twice for one thing.
I would think it would be fair and right for the dealer to discount the packages accordingly because of shared components but would they actually do this?

You cannot get the packages in conjunction with another Package.
IE, you can get Premium, lux or sports packages.
The Sports package includes 18s, so you dont have to pay extra for them.

I wish i've waited for sport package. Premium package is such a rip off. I had to pay 1200 for PP and 800 for 18" wheel. If i've waiting for sport package, it's only 1800$ more but you get so much more.
When I bought my IS350, I was a bit confused. The packages on the dealer website did not match the packages on the Lexus website. I asked the salesman and he said that different areas are getting different packages.
I wanted a plain Jane IS350, but they all come with 18" wheels in Houston. I like the wheels so it's no big deal, I don't think they are charging you twice for the wheels. Even though mine is a base model for my area, the charge for the wheels is on the sticker.

The cool thing was the car with the combo and the color I wanted was already at Long Beach Port when I did my negotiation.
