I have the ability to get a 2jzgte short block motor to replace the 2jzge motor thats in my IS 300 now has anyone done any mods like that and if so is there any ECU chip that will support the programming of the IS or does it have to be reprogrammed?

there is no point of putting on the gte short block unless you are planning to run turbo. You are gonna lose power cuz of the lower compression and no there is no chip for the IS. You going to have to get a standalone or a piggyback for it
