I see what looks like stress cracks/breaks on the housing will that headlamp even go back into the proper position? To repair that you'll need to reinforce the tab, glue alone will likely break use for example a piece of aluminum or plastic on the underside riveted to each side of the tab, along with glue.
The tabs are a part of the headlight assembly so that's looks expensive... perhaps try an abs plastic fusion kit or similiar product from JB weld. automotive goop maybe?
Did you say the both sides or both headlights tabs are broken? Looking at the gap on broken piece, it seems the light position has shifted a bit. Is it due to frontal collision? The temporary fix that I could think of would be attach a piece of metal bracket or similar to both side of broken tab, not to force to close the gap, otherwise, it just force the next weakest point to snap off again. But to proper fix it, you may need to have body shop to determine if the frames had any damages.
my bumper hood and grill need to be replaced. I'm trying to avoid replacing the headlights since they are so expensive. They work totally fine. Just the clips are broken.

But my biggest concern here is the frames slightly bend may not align those mounting holes properly even you went with replacement route. Also to consider just because the lights are working, the aiming maybe quite off.
so you were in an accident. Why not claim it on insurance and pay your deductible? sounds like you have more than enough damage to cover the deductible
