They may fail you for visual inspection when you do the smog in CA. This has happened to me with my previous car when I had intake on the car for smog and did not pass the visual and automatically fail. lucky they told me to put back stock airbox and they will perform the test again without extra charge
If you don't have a good relationship with the smog mechanic, and if they go "by the book", they will fail you for visual inspection for tampering emission related parts if it doesn't have a CARB EO # on the intake.
The AEM Cold Air Intake 22-688C is CARB legal with a CARB EO # D-670-24, but the tricky thing is that it got the CARB EO # fitted on a 2015 Lexus IS 250/350 w/ retaining OEM airbox, since the intake does fit the GS 350 and it legally has a CARB EO #, should be okay. I've asked my friend who a master tech and smog mechanic, he generally will look for the CARB EO # and if it has it, then he will go on with inspection other things.
However the K&N 69 Series Typhoon 69-8704TP has a CARB EO # D-269-52 that passed on a 2013-2014 Lexus GS 350 with the OEM airbox.

I have also found that places wont even ship Cold Air Intakes to an address in CA anymore...which is annoying...I am thinking I am going to have to ship it to someone out of state first then have them ship it to me in CA.
Yeah, a lot of companies will not ship to CA and will even charge a fee for them cancelling your order if you try to order and have it shipped to CA. I went with the K&N since I don't have any connections with Smog Techs. No big deal, but was hoping to have the stock air box removed, so I can have the cone air filter. I'm only debating doing this to get rid of the noise generator and don't want to go with the home depot plug route or the RX resonator route. We can also go with the f sport performance air intake route which is had the aluminum tube and it's oem.
You only need the stock air box when you smog the car, which is every 2 years unless it's less than 4 years old. Easy swap but nonetheless, can't go wrong with either one.

I went ahead with the K&N Performance Air Intake, although I am not a big fan of the Aluminum, I may take it off later and spray paint it a different color.
